Narrative:
The bkw VOR 240-270 degree radials have been unusable for quite some time. This is a major entry point for washington, dc (iad, dca, bwi), as well as where nrp stops and preferential routing begins for the rest of the east coast and new england. With restrs for dc metropolitan and lga, phl, and ewr, we (ZID) are routinely put into hold, with little or no notice by ZDC. At the bkw hi/blfsh sectors (ZID 86/96), this NAVAID is the only NAVAID at which we can hold. There have been numerous ucr's filed about this outage (one by myself), but the eastern region says they have no aircraft available to flight check this VOR. Callback conversation with reporter revealed the following information: nothing has changed. Asked reporter if anyone is aware of the reason the bkw VORTAC 240-270 degree radials are unusable above FL240. Reporter indicated that nothing has been given to the control room. Asked if anyone has asked. Reporter doesn't know. Asked reporter if there is any movement within the facility/region to expedite the request for a flight check from the eastern region. Reporter stated that they have been told the request has been forwarded to the eastern region.

Title: THE BECKLEY VORTAC WHICH IS IDENTED AS AN NRP FACILITY HAS UNUSABLE RADIALS. THIS, ACCORDING TO THE RPTR, HAS BEEN A PROB FOR MANY YRS.
Narrative: THE BKW VOR 240-270 DEG RADIALS HAVE BEEN UNUSABLE FOR QUITE SOME TIME. THIS IS A MAJOR ENTRY POINT FOR WASHINGTON, DC (IAD, DCA, BWI), AS WELL AS WHERE NRP STOPS AND PREFERENTIAL ROUTING BEGINS FOR THE REST OF THE EAST COAST AND NEW ENGLAND. WITH RESTRS FOR DC METRO AND LGA, PHL, AND EWR, WE (ZID) ARE ROUTINELY PUT INTO HOLD, WITH LITTLE OR NO NOTICE BY ZDC. AT THE BKW HI/BLFSH SECTORS (ZID 86/96), THIS NAVAID IS THE ONLY NAVAID AT WHICH WE CAN HOLD. THERE HAVE BEEN NUMEROUS UCR'S FILED ABOUT THIS OUTAGE (ONE BY MYSELF), BUT THE EASTERN REGION SAYS THEY HAVE NO ACFT AVAILABLE TO FLT CHK THIS VOR. ASKED RPTR IF THERE IS ANY MOVEMENT WITHIN THE FACILITY/REGION TO EXPEDITE THE REQUEST FOR A FLT CHK FROM THE EASTERN REGION. RPTR STATED THAT THEY HAVE BEEN TOLD THE REQUEST HAS BEEN FORWARDED TO THE EASTERN REGION.
