Narrative:
Landed phl runway 27L. When we cleared, were told to hold short of runway 27R at taxiway M. While holding at taxiway M, we were cleared to cross runway 27R without delay, traffic short final, contact ground .9 on the other side. I noticed traffic was on very short final, but I knew I could safely cross if I hustled, pushed the power up and crossed the runway quickly. I was looking back at the traffic on short final when out of the corner of my eye I saw something right in front of us was an rj. I stepped on the brakes pretty aggressively and avoided hitting the other plane. I was quite angry at the lack of safety in the situation and would never have crossed if I knew the rj would have been there. Unhappy with the situation, I called the ATC supervisor and was told that the rj was supposed to give way to us. Safety in this situation could have been compromised far more if the txwys would have been contaminated. Vigilance to taxi instructions must be maintained all the way to the gate.

Title: FLC HAS NEAR COLLISION WITH TAXIING ACFT.
Narrative: LANDED PHL RWY 27L. WHEN WE CLRED, WERE TOLD TO HOLD SHORT OF RWY 27R AT TXWY M. WHILE HOLDING AT TXWY M, WE WERE CLRED TO CROSS RWY 27R WITHOUT DELAY, TFC SHORT FINAL, CONTACT GND .9 ON THE OTHER SIDE. I NOTICED TFC WAS ON VERY SHORT FINAL, BUT I KNEW I COULD SAFELY CROSS IF I HUSTLED, PUSHED THE PWR UP AND CROSSED THE RWY QUICKLY. I WAS LOOKING BACK AT THE TFC ON SHORT FINAL WHEN OUT OF THE CORNER OF MY EYE I SAW SOMETHING RIGHT IN FRONT OF US WAS AN RJ. I STEPPED ON THE BRAKES PRETTY AGGRESSIVELY AND AVOIDED HITTING THE OTHER PLANE. I WAS QUITE ANGRY AT THE LACK OF SAFETY IN THE SIT AND WOULD NEVER HAVE CROSSED IF I KNEW THE RJ WOULD HAVE BEEN THERE. UNHAPPY WITH THE SIT, I CALLED THE ATC SUPVR AND WAS TOLD THAT THE RJ WAS SUPPOSED TO GIVE WAY TO US. SAFETY IN THIS SIT COULD HAVE BEEN COMPROMISED FAR MORE IF THE TXWYS WOULD HAVE BEEN CONTAMINATED. VIGILANCE TO TAXI INSTRUCTIONS MUST BE MAINTAINED ALL THE WAY TO THE GATE.
