Narrative:
The altitude deviation occurred during an instrument training flight in IMC. I requested the localizer runway 8 approach at lci with holds at the blo NDB (OM). Manchester approach assigned us to 4000 ft MSL and I proceeded to descend to 2500 ft per the approach plate. I had my mind set on the approach and was so accustomed to practicing it in VMC conditions that I forgot my instructions to maintain 4000 ft. Upon arrival at 2500 ft, ATC queried my altitude deviation and instructed us to climb to 3500 ft and hold as published. I apologized and we held appropriately. I wasn't paying close enough attention to ATC and was giving instruction. I was also so accustomed to performing that approach in VMC, without ATC assistance. Approach was very busy and we were probably all a little fatigued. It could have been disastrous if ATC had other aircraft below us. I will certainly pay more attention to ATC and listen for the words 'cleared for the approach.'

Title: A NEW CFI EXPERIENCES SELECTIVE HEARING AND DSNDS 1500 FT BELOW HIS ASSIGNED ALT, WHILE IMC, BECAUSE HE IS USED TO FLYING THE APCH AS PUBLISHED.

I WASN'T PAYING CLOSE ENOUGH ATTN TO ATC AND WAS GIVING INSTRUCTION. I WAS ALSO SO ACCUSTOMED TO PERFORMING THAT APCH IN VMC, WITHOUT ATC ASSISTANCE. APCH WAS VERY BUSY AND WE WERE PROBABLY ALL A LITTLE FATIGUED. IT COULD HAVE BEEN DISASTROUS IF ATC HAD OTHER ACFT BELOW US. I WILL CERTAINLY PAY MORE ATTN TO ATC AND LISTEN FOR THE WORDS 'CLRED FOR THE APCH.'
