Narrative:

During previous day tire change on aircraft #4 tire accomplished. Event observed, maintenance logbook signed off. Repeat preflight not accomplished. The next morning, pressure in all 8 aircraft tires varied widely, 1 tire cap missing. Air carrier maintenance not on duty in country. Problem was -- who tampered with tires? Corrective action -- all tire pressures checked by crew, but variations in pressure could not be corrected until aircraft returned to maintenance station stateside, united states of america. Recovery uneventful. Air carrier could not nor would not explain why maintenance crew was not available nor why personnel from FAA inspection station were not available even though stationed on the field.

CORRECTIVE ACTION -- ALL TIRE PRESSURES CHKED BY CREW, BUT VARIATIONS IN PRESSURE COULD NOT BE CORRECTED UNTIL ACFT RETURNED TO MAINT STATION STATESIDE, UNITED STATES OF AMERICA. RECOVERY UNEVENTFUL. ACR COULD NOT NOR WOULD NOT EXPLAIN WHY MAINT CREW WAS NOT AVAILABLE NOR WHY PERSONNEL FROM FAA INSPECTION STATION WERE NOT AVAILABLE EVEN THOUGH STATIONED ON THE FIELD.
