Narrative:

En route from ord to dca, ZDC gave us 'expedite descent' from FL290 to FL260. Through FL265 we got a 'climb' RA and immediately climbed to FL275. I queried ATC about another aircraft and he immediately responded that there was an aircraft below us at FL250 who had a problem with his mode C which was reading 1000 ft high. After getting on the ground. I called ZDC and spoke with a supervisor. I explained situation and expressed that I would have appreciated knowing about the aircraft below with the mode C problem. Our RA maneuver was strong enough that a flight attendant fell. She was not injured.

Title: DURING A REQUEST FROM ARTCC CTLR TO EXPEDITE DSCNT, FLC OF A B727 STOPPED DSCNT AND ABRUPTLY CLBED IN RESPONSE TO A TCASII RA CAUSING A FLT ATTENDANT TO FALL.

Narrative: ENRTE FROM ORD TO DCA, ZDC GAVE US 'EXPEDITE DSCNT' FROM FL290 TO FL260. THROUGH FL265 WE GOT A 'CLB' RA AND IMMEDIATELY CLBED TO FL275. I QUERIED ATC ABOUT ANOTHER ACFT AND HE IMMEDIATELY RESPONDED THAT THERE WAS AN ACFT BELOW US AT FL250 WHO HAD A PROB WITH HIS MODE C WHICH WAS READING 1000 FT HIGH. AFTER GETTING ON THE GND. I CALLED ZDC AND SPOKE WITH A SUPVR. I EXPLAINED SIT AND EXPRESSED THAT I WOULD HAVE APPRECIATED KNOWING ABOUT THE ACFT BELOW WITH THE MODE C PROB. OUR RA MANEUVER WAS STRONG ENOUGH THAT A FLT ATTENDANT FELL. SHE WAS NOT INJURED.
