Narrative:
There was a VFR tag in the northeast corner of the airport which was climbing and descending then went steady at 100 ft. There is a current problem at sav airport, people working on their transponder.

Title: GND TESTING OF XPONDERS AT THE ACFT MANUFACTURING FIRM LOCATED ON THE ARPT, CREATES INTERFERENCE AT THE SAV TWR.
Narrative: THERE WAS A VFR TAG IN THE NE CORNER OF THE ARPT WHICH WAS CLBING AND DSNDING THEN WENT STEADY AT 100 FT. THERE IS A CURRENT PROB AT SAV ARPT, PEOPLE WORKING ON THEIR XPONDER.
