Narrative:
On climb out from runway 24 kix SID proceeds to tme, gbe, kec. Thunderstorm 10-15 mi wide crossing SID path near gbe, 150 mi long. Initial altitude clearance 12000 ft then FL210. Requested deviation south for WX from tokyo center. Passing 12000 ft, no response. Requested again, no response. Told first officer to inform center we were turning south for WX. No acknowledgement of heading. Altitude restr to FL180, then FL160. TCASII TA for traffic to east, stopped when we leveled off. Traffic air carrier Y B747 at FL170 in sight, no RA or conflict. Went approximately 100 mi south of SID track to clear WX. Next controller asked when could we turn east. 25 mi later we did, and were given climb and direct mge. No questions about deviation. Next controller asked if we had permission to deviate. I explained about the lack of response to out requests, and that there was no conflict with the 747. Conversation ended. I'm not sure if he was satisfied. Oftentimes, japanese controllers solve their problems by remaining silent, as this type of thing has happened before. But I feel my decision was the correct one.

OFTENTIMES, JAPANESE CTLRS SOLVE THEIR PROBS BY REMAINING SILENT, AS THIS TYPE OF THING HAS HAPPENED BEFORE. BUT I FEEL MY DECISION WAS THE CORRECT ONE.
