Narrative:
The problem of descending 400 ft below an assigned altitude was caused by the fact the PF was briefing the approach into O'hare while also flying the aircraft. This could have been avoided by xferring the controls to the PNF. As we descended through 7000 ft we noticed the continued descent and corrective action was taken to climb back to 7000 ft.
