Narrative:
I was turning crosswind to downwind leg on runway 7 at vgt when aircraft xyz was on upwind leg at runway 7. Tower advised xyz that we were turning downwind and did he have us in sight. He (xyz) replied 'aircraft in sight.' he (xyz) turned directly into our path. My instructor took evasive action to avoid a midair.

Title: AFTER ADVISING THE VGT TWR HE HAD TFC IN SIGHT, ACFT Y TURNED DIRECTLY INTO THE PATH OF ACFT X.
Narrative: I WAS TURNING XWIND TO DOWNWIND LEG ON RWY 7 AT VGT WHEN ACFT XYZ WAS ON UPWIND LEG AT RWY 7. TWR ADVISED XYZ THAT WE WERE TURNING DOWNWIND AND DID HE HAVE US IN SIGHT. HE (XYZ) REPLIED 'ACFT IN SIGHT.' HE (XYZ) TURNED DIRECTLY INTO OUR PATH. MY INSTRUCTOR TOOK EVASIVE ACTION TO AVOID A MIDAIR.
