Narrative:
On kaspr arrival msp, fgt 178 degree radial, 30 DME, 11000 ft, TCASII went from TA to RA 'descend.' altitude deviation 1000 ft low. ATC confirmed VFR traffic. Supplemental information from acn 442911: I was just finishing the last few aircraft of an arrival push. Subject air carrier X was the first in a group of 3 jet arrs inbound msp about 10 mi in trail each. A VFR target was observed about 3 mi ahead of air carrier X, climbing through 10000 ft. Air carrier X was descending to cross kaspr fix at 11000 ft, was about 11500 ft descending when I called traffic. Pilot advised he was responding or going to respond to an RA, unclr due to the fact other aircraft stepped on his transmission. He was observed descending to 10000 ft, then climbed back to 11000 ft after he cleared traffic. I asked him if he could identify other aircraft type. He said it had passed overhead, and he thought it was a twin beechcraft, but could not identify it as a specific model. Closest passage estimated less than 1 mi and 400 ft.

Narrative: ON KASPR ARR MSP, FGT 178 DEG RADIAL, 30 DME, 11000 FT, TCASII WENT FROM TA TO RA 'DSND.' ALTDEV 1000 FT LOW. ATC CONFIRMED VFR TFC. SUPPLEMENTAL INFO FROM ACN 442911: I WAS JUST FINISHING THE LAST FEW ACFT OF AN ARR PUSH. SUBJECT ACR X WAS THE FIRST IN A GROUP OF 3 JET ARRS INBOUND MSP ABOUT 10 MI IN TRAIL EACH. A VFR TARGET WAS OBSERVED ABOUT 3 MI AHEAD OF ACR X, CLBING THROUGH 10000 FT. ACR X WAS DSNDING TO CROSS KASPR FIX AT 11000 FT, WAS ABOUT 11500 FT DSNDING WHEN I CALLED TFC. PLT ADVISED HE WAS RESPONDING OR GOING TO RESPOND TO AN RA, UNCLR DUE TO THE FACT OTHER ACFT STEPPED ON HIS XMISSION. HE WAS OBSERVED DSNDING TO 10000 FT, THEN CLBED BACK TO 11000 FT AFTER HE CLRED TFC. I ASKED HIM IF HE COULD IDENT OTHER ACFT TYPE. HE SAID IT HAD PASSED OVERHEAD, AND HE THOUGHT IT WAS A TWIN BEECHCRAFT, BUT COULD NOT IDENT IT AS A SPECIFIC MODEL. CLOSEST PASSAGE ESTIMATED LESS THAN 1 MI AND 400 FT.
