Narrative:
Approach control cleared flight for visual approach runway 26R, maintain 200 KTS to cergo, and contact tower 119.5. The captain verbally expressed that we had not yet been cleared to land and attempted to contact tower. With no response, contact was attempted on other published tower frequency for atl. At 200 ft above touchdown zone, the decision was made to execute a go around. Radio contact re-established with approach control. Heading and altitude assignments were issued for another approach to runway 26R. Cleared for the approach. Tower was contacted on 119.5 and was cleared to land on runway 26R. The captain was informed during a telephone conversation with atl tower, failure to establish radio contact and subsequent go around led to the distraction of controllers and a runway incursion for which our flight was responsible. Investigation revealed that only the 119.xx frequencys were inoperative, which had allowed for otherwise normal radio communication.

Title: A B737 FLC WAS UNABLE TO CONTACT THE ATL TWR AND EXECUTED A GAR WHICH LED TO A RWY INCURSION ON ANOTHER RWY.
Narrative: APCH CTL CLRED FLT FOR VISUAL APCH RWY 26R, MAINTAIN 200 KTS TO CERGO, AND CONTACT TWR 119.5. THE CAPT VERBALLY EXPRESSED THAT WE HAD NOT YET BEEN CLRED TO LAND AND ATTEMPTED TO CONTACT TWR. WITH NO RESPONSE, CONTACT WAS ATTEMPTED ON OTHER PUBLISHED TWR FREQ FOR ATL. AT 200 FT ABOVE TOUCHDOWN ZONE, THE DECISION WAS MADE TO EXECUTE A GAR. RADIO CONTACT RE-ESTABLISHED WITH APCH CTL. HDG AND ALT ASSIGNMENTS WERE ISSUED FOR ANOTHER APCH TO RWY 26R. CLRED FOR THE APCH. TWR WAS CONTACTED ON 119.5 AND WAS CLRED TO LAND ON RWY 26R. THE CAPT WAS INFORMED DURING A TELEPHONE CONVERSATION WITH ATL TWR, FAILURE TO ESTABLISH RADIO CONTACT AND SUBSEQUENT GAR LED TO THE DISTR OF CTLRS AND A RWY INCURSION FOR WHICH OUR FLT WAS RESPONSIBLE. INVESTIGATION REVEALED THAT ONLY THE 119.XX FREQS WERE INOP, WHICH HAD ALLOWED FOR OTHERWISE NORMAL RADIO COM.
