Narrative:
Inbound I was above clouds which changed from overcast to broken to scattered. After descending to the MDA I encountered a scattered area with the ground clearly visible and started a descent below the MDA and was then advised by whp tower that socal had declared a low altitude alert (I was 100 ft below the MDA). I climbed back to MDA, reported the field in sight to whp and began my descent again for landing.

Title: AN ATP RATED PLT FLYING A PIPER AEROSTAR INTO WHP RECEIVES LOW ALT ALERT FROM ATC WHILE ON THE FINAL APCH SEGMENT OF A NON PRECISION APCH.
Narrative: INBOUND I WAS ABOVE CLOUDS WHICH CHANGED FROM OVCST TO BROKEN TO SCATTERED. AFTER DSNDING TO THE MDA I ENCOUNTERED A SCATTERED AREA WITH THE GND CLRLY VISIBLE AND STARTED A DSCNT BELOW THE MDA AND WAS THEN ADVISED BY WHP TWR THAT SOCAL HAD DECLARED A LOW ALT ALERT (I WAS 100 FT BELOW THE MDA). I CLBED BACK TO MDA, RPTED THE FIELD IN SIGHT TO WHP AND BEGAN MY DSCNT AGAIN FOR LNDG.
