Narrative:
During climb out from msp, lead flight attendant advised us that the end piece of the yellow safety strap at door 1R had been left outside the door when closed after catering in msp. Not detected until she heard it hitting repeatedly on the outside of the door during climb out. At cruise I went back to inspect and was unable to pull the strap in. Called dispatch and maintenance control for advice. Both advised return to msp fearing worsening damage to aircraft if we continued to sfo. Dispatch got us priority ATC handling back to msp. Emergency declared. Lead flight attendant briefed on return to msp and to prepare cabin for normal landing. Approach and landing were uneventful. Maintenance inspected aircraft at gate. No damage found.

Title: A B757 IN CRUISE AT FL390 DECLARED AN EMER AND DIVERTED DUE TO A DOOR SAFETY STRAP HANGING OUTSIDE.
Narrative: DURING CLBOUT FROM MSP, LEAD FLT ATTENDANT ADVISED US THAT THE END PIECE OF THE YELLOW SAFETY STRAP AT DOOR 1R HAD BEEN LEFT OUTSIDE THE DOOR WHEN CLOSED AFTER CATERING IN MSP. NOT DETECTED UNTIL SHE HEARD IT HITTING REPEATEDLY ON THE OUTSIDE OF THE DOOR DURING CLBOUT. AT CRUISE I WENT BACK TO INSPECT AND WAS UNABLE TO PULL THE STRAP IN. CALLED DISPATCH AND MAINT CTL FOR ADVICE. BOTH ADVISED RETURN TO MSP FEARING WORSENING DAMAGE TO ACFT IF WE CONTINUED TO SFO. DISPATCH GOT US PRIORITY ATC HANDLING BACK TO MSP. EMER DECLARED. LEAD FLT ATTENDANT BRIEFED ON RETURN TO MSP AND TO PREPARE CABIN FOR NORMAL LNDG. APCH AND LNDG WERE UNEVENTFUL. MAINT INSPECTED ACFT AT GATE. NO DAMAGE FOUND.
