Narrative:

I left detroit for oshkosh. First fuel stop was just south of chicago mode C veil. Talking to the manager, he told me there was an exemption for non-electrical/non-transponder, outside of class B airspace, over the water through meigs below 3000 ft. I ended flying 5 mi offshore because meigs was too busy on the radio. 2 days later, on the way home, I decided to use the same route. When I contacted chicago approach they assured me that there was no waiver for non-transponder.

Title: A COMMERCIAL RATED PLT FLYING AN EXPERIMENTAL ACFT NEAR ORD FAILED TO MEET THE MODE C ALT RPTING EQUIP REQUIREMENTS.

Narrative: I LEFT DETROIT FOR OSHKOSH. FIRST FUEL STOP WAS JUST S OF CHICAGO MODE C VEIL. TALKING TO THE MGR, HE TOLD ME THERE WAS AN EXEMPTION FOR NON-ELECTRICAL/NON-XPONDER, OUTSIDE OF CLASS B AIRSPACE, OVER THE WATER THROUGH MEIGS BELOW 3000 FT. I ENDED FLYING 5 MI OFFSHORE BECAUSE MEIGS WAS TOO BUSY ON THE RADIO. 2 DAYS LATER, ON THE WAY HOME, I DECIDED TO USE THE SAME RTE. WHEN I CONTACTED CHICAGO APCH THEY ASSURED ME THAT THERE WAS NO WAIVER FOR NON-XPONDER.
