Narrative:
Beech jet called inbound on left downwind for runway 16R. No IFR inbound was passed by ZSE. Aircraft was observed on tardis and asked to verify VFR or IFR. He responded IFR. Traffic was moderate at the time and due to the tardis no conflicts existed.

Title: ATCT CTLR AT PAE CLAIMS ZSE ARTCC SWITCHES INBOUND IFR TFC TO THE TWR VERY CLOSE TO THE ARPT. APPARENTLY IT CREATES PROBS WHEN THE LCL CTLR IS BUSY WITH VFR TFC IN THE PATTERN. CTLR ALSO STATED THAT THE TARDIS RADAR IS VERY GOOD BUT IS DIFFICULT TO USE WHEN THE POS IS BUSY.
