Narrative:
I (aircraft X) was cleared for takeoff from teb, the dalton 19 departure from runway 19. I was cleared for takeoff and pulled onto and lined up on runway 19 and waited about 5 seconds to finish checklist. When I looked up/down the runway to begin my takeoff roll, a bizjet/cpr jet (aircraft Y) came from behind and over the top for the same runway. He could not have cleared the tail of my aircraft by more than 20 ft. He proceeded to enter a landing flare. At this time I called tower to confirm that he had cleared me for takeoff on runway 19. No response. The tower then instructed the jet to go around. I was then instructed to hold in position. After establishing radio contact with the jet and bringing him/her back over the field, he then again cleared me for dalton 19 departure. I was unable to talk to the controller to find out exactly what events brought about the incident.
Original NASA ASRS Text
Title: PA60 PLT REJECTS TKOF WHEN OBSERVING CPR ACFT LNDG OVER TOP ON SAME RWY.
Narrative: I (ACFT X) WAS CLRED FOR TKOF FROM TEB, THE DALTON 19 DEP FROM RWY 19. I WAS CLRED FOR TKOF AND PULLED ONTO AND LINED UP ON RWY 19 AND WAITED ABOUT 5 SECONDS TO FINISH CHKLIST. WHEN I LOOKED UP/DOWN THE RWY TO BEGIN MY TKOF ROLL, A BIZJET/CPR JET (ACFT Y) CAME FROM BEHIND AND OVER THE TOP FOR THE SAME RWY. HE COULD NOT HAVE CLRED THE TAIL OF MY ACFT BY MORE THAN 20 FT. HE PROCEEDED TO ENTER A LNDG FLARE. AT THIS TIME I CALLED TWR TO CONFIRM THAT HE HAD CLRED ME FOR TKOF ON RWY 19. NO RESPONSE. THE TWR THEN INSTRUCTED THE JET TO GO AROUND. I WAS THEN INSTRUCTED TO HOLD IN POS. AFTER ESTABLISHING RADIO CONTACT WITH THE JET AND BRINGING HIM/HER BACK OVER THE FIELD, HE THEN AGAIN CLRED ME FOR DALTON 19 DEP. I WAS UNABLE TO TALK TO THE CTLR TO FIND OUT EXACTLY WHAT EVENTS BROUGHT ABOUT THE INCIDENT.
