Narrative:
On aug/xa/99, I filed (in vmp) an IFR flight plan from omaha (oma) to monticello, ia (mxo). I took off at XA20Z in a rented cessna 182RG (#123) rented from abc aviation and had a routine flight at 7000 ft MSL. I canceled IFR with cedar rapids approach 10 mi west of the monticello airport. At that time I switched my transponder to 1200 and announced my intentions to land on runway 31 at monticello. I heard traffic leaving monticello and was looking for them, apparently distracting me from my normal pre-landing cockpit routine. I was also distracted by the engine running a bit rough with carburetor heat applied. I turned off the carburetor heat, checked the mixture full rich, propeller full forward and called downwind, base and final legs on the radio. I applied full flaps on final and was set up to land just past the 'numbers' on runway 31. Obviously, I did not check the gear down and locked, a failing I cannot justify in any way. I 'floated' more than usual (I was carrying some power) so pulled the power back and concentrated on the centerline and making a smooth landing. I heard the gear warning horn at the last min but ignored it, thinking it was the 'stall warning.' the aircraft touched down on the centerline at about 65 KTS, at which point the reality of what was happening quickly became clear. The 'scraping' noise was loud and sickening. I applied left rudder to keep the nose on the centerline and the aircraft slid to a stop about 18 inches right of the centerline with the nose cocked 10-15 degrees to the right of the runway heading. The time was approximately XB45Z. I turned off the battery master/magneto switches, turned the fuel selector to 'off' and exited the aircraft. Airport personnel quickly arrived on the scene. The plane was jacked up, the gear manually lowered and it was towed to a maintenance hangar. The wings/tail were not damaged at all and the firewall was not damaged, but the propeller (3-BLADED) was 'wiped out.' skin damage on the belly appeared minimal. The cause was pilot error (failure to adhere to a landing checklist). I normally follow a checklist when landing but did not on this particular landing. Distractions and a series of events which 'broke' my normal cockpit discipline all resulted in a pilot error gear-up landing.

I HEARD TFC LEAVING MONTICELLO AND WAS LOOKING FOR THEM, APPARENTLY DISTRACTING ME FROM MY NORMAL PRE-LNDG COCKPIT ROUTINE. I WAS ALSO DISTRACTED BY THE ENG RUNNING A BIT ROUGH WITH CARBURETOR HEAT APPLIED. I TURNED OFF THE CARBURETOR HEAT, CHKED THE MIXTURE FULL RICH, PROP FULL FORWARD AND CALLED DOWNWIND, BASE AND FINAL LEGS ON THE RADIO. I HEARD THE GEAR WARNING HORN AT THE LAST MIN BUT IGNORED IT, THINKING IT WAS THE 'STALL WARNING.' THE ACFT TOUCHED DOWN ON THE CTRLINE AT ABOUT 65 KTS, AT WHICH POINT THE REALITY OF WHAT WAS HAPPENING QUICKLY BECAME CLR. THE 'SCRAPING' NOISE WAS LOUD AND SICKENING. I APPLIED L RUDDER TO KEEP THE NOSE ON THE CTRLINE AND THE ACFT SLID TO A STOP ABOUT 18 INCHES R OF THE CTRLINE WITH THE NOSE COCKED 10-15 DEGS TO THE R OF THE RWY HEADING. THE TIME WAS APPROX XB45Z.
