Narrative:
While inbound to roc, we were being vectored for runway 22 visual approach when we (B727) requested a visual approach to runway 4. Approach told us to stand by while they checked with the tower. They came back and gave us a vector to runway 4 and cleared us for the visual to runway 4 and told us to contact the tower. Upon contacting the tower they called traffic on a 4 mi final to runway 28 and cleared us to land. After touchdown and deployment of thrust reversers, we noticed the astra jet rolling out on runway 28 and nearing the intersection of runway 4. We applied more pressure to the brakes and came to a stop short of the runway 4/28 intersection. Upon stopping, the astra jet called the tower and asked them if we had been instructed to hold short of the intersection and their response was 'negative.' he then asked if they (astra jet) were supposed to hold short of the intersection and again the tower's response was 'negative.' the astra jet then informed the tower that they had intended to roll through the intersection to the end of the runway. The tower then told the astra jet to hold their position while they told us to taxi to parking. I believe that the vigilance of both flcs is the factor that prevented this from becoming an accident where many people could have been injured or killed.

Title: B727-200 CONFLICTS WITH ANOTHER ACFT LNDG ON INTERSECTING RWY WITH NO TWR LAHSO OR OTHER COMMENT AT ROC.
Narrative: WHILE INBOUND TO ROC, WE WERE BEING VECTORED FOR RWY 22 VISUAL APCH WHEN WE (B727) REQUESTED A VISUAL APCH TO RWY 4. APCH TOLD US TO STAND BY WHILE THEY CHKED WITH THE TWR. THEY CAME BACK AND GAVE US A VECTOR TO RWY 4 AND CLRED US FOR THE VISUAL TO RWY 4 AND TOLD US TO CONTACT THE TWR. UPON CONTACTING THE TWR THEY CALLED TFC ON A 4 MI FINAL TO RWY 28 AND CLRED US TO LAND. I BELIEVE THAT THE VIGILANCE OF BOTH FLCS IS THE FACTOR THAT PREVENTED THIS FROM BECOMING AN ACCIDENT WHERE MANY PEOPLE COULD HAVE BEEN INJURED OR KILLED.
