Narrative:

B727 was issued 11000 ft. He acknowledged 11000 ft. Later B727 was issued speed to maintain 250 KTS. He read that back and added 10000 ft. I heard the speed read back. He went below 11000 ft and conflict alert activated with BE40 at 10000 ft. When questioned B727 said he was assigned 10000 ft. Callback conversation with reporter revealed the following information: reporter stated that the facility filed this incident as both a operational error and a pilot deviation.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT THE FACILITY FILED THIS INCIDENT AS BOTH A OPERROR AND A PLTDEV.
