Narrative:
Inbound to cvg airport, 11000 ft, 25-30 mi southeast of flm VOR, center instructed us to 'cross 10 mi from flm VOR at 10000 ft and 250 KTS.' first officer read back clearance of 'cross 10 mi from flm at 10000 ft and 250 KTS.' there was no correction. After descending to 10000 ft, center questioned our altitude, which the first officer read back to him as 10000 ft. Controller then indicated that he did not give us a clearance to a lower altitude. I asked the first officer to ask the controller whether there was a conflict and ATC responded yes.

Title: B727 FO RECEIVES CLRNC FROM ATC TO DSND AND CROSS A VOR FIX. THE FO MAY HAVE INCORRECTLY READ BACK THE WRONG ALT.
Narrative: INBOUND TO CVG ARPT, 11000 FT, 25-30 MI SE OF FLM VOR, CTR INSTRUCTED US TO 'CROSS 10 MI FROM FLM VOR AT 10000 FT AND 250 KTS.' FO READ BACK CLRNC OF 'CROSS 10 MI FROM FLM AT 10000 FT AND 250 KTS.' THERE WAS NO CORRECTION. AFTER DSNDING TO 10000 FT, CTR QUESTIONED OUR ALT, WHICH THE FO READ BACK TO HIM AS 10000 FT. CTLR THEN INDICATED THAT HE DID NOT GIVE US A CLRNC TO A LOWER ALT. I ASKED THE FO TO ASK THE CTLR WHETHER THERE WAS A CONFLICT AND ATC RESPONDED YES.
