Narrative:
Had a very routine day with 3 hours of previous legs flying. Flew from sus to mbl under IFR flight. Canceled IFR 5 mi from airport with field in sight. Contacted unicom and made traffic reports while entering pattern for runway 27 (automated WX favored runway 27). Never received any report over unicom frequency. Flew a normal pattern down to landing. Unfortunately, landed on the asphalt paved runway under construction, realizing too late that the open runway (old runway) to our right and parallel (concrete) had been totally invisible to both of us due to landing into the sun. Landing was uneventful with the exception of needing some cones moved to taxi to the ramp. No NOTAMS were issued for this airport concerning runway 9/27. X's on runway could not be seen from aircraft. This entire event would never have happened if the airport had issued a NOTAM to advise that a parallel runway existed and was under construction. The IFR approach chart shows one runway 9/27 with no taxiway.

Title: A CPR FLC FLYING CE650 LANDED ON A CLOSED RWY THAT WAS UNDER CONSTRUCTION AT MBL.
Narrative: HAD A VERY ROUTINE DAY WITH 3 HRS OF PREVIOUS LEGS FLYING. FLEW FROM SUS TO MBL UNDER IFR FLT. CANCELED IFR 5 MI FROM ARPT WITH FIELD IN SIGHT. CONTACTED UNICOM AND MADE TFC RPTS WHILE ENTERING PATTERN FOR RWY 27 (AUTOMATED WX FAVORED RWY 27). NEVER RECEIVED ANY RPT OVER UNICOM FREQ. FLEW A NORMAL PATTERN DOWN TO LNDG. UNFORTUNATELY, LANDED ON THE ASPHALT PAVED RWY UNDER CONSTRUCTION, REALIZING TOO LATE THAT THE OPEN RWY (OLD RWY) TO OUR R AND PARALLEL (CONCRETE) HAD BEEN TOTALLY INVISIBLE TO BOTH OF US DUE TO LNDG INTO THE SUN. LNDG WAS UNEVENTFUL WITH THE EXCEPTION OF NEEDING SOME CONES MOVED TO TAXI TO THE RAMP. NO NOTAMS WERE ISSUED FOR THIS ARPT CONCERNING RWY 9/27. X'S ON RWY COULD NOT BE SEEN FROM ACFT. THIS ENTIRE EVENT WOULD NEVER HAVE HAPPENED IF THE ARPT HAD ISSUED A NOTAM TO ADVISE THAT A PARALLEL RWY EXISTED AND WAS UNDER CONSTRUCTION. THE IFR APCH CHART SHOWS ONE RWY 9/27 WITH NO TXWY.
