Narrative:
At about XA00, a passenger checked in for our flight at the ticket counter, requesting to carry a gun aboard the flight. The passenger was a govt employee. The station manager and customer service agent asked to see her letter of authority/authorized to carry a weapon. The passenger said that she didn't need one. The station manager disagreed with her and contacted myself, the captain, at the request of the passenger. The station manager and I both consulted our operations manuals and agreed that the passenger did need a letter of authority/authorized. I showed the passenger our regulations and she requested I call my manager to clarify the situation. I then asked the passenger if she could just check the gun. She refused, citing that she had no luggage. I went inside and called dispatch and spoke with the manager. He agreed with the customer service agent and myself that the passenger needed a letter. I returned to the passenger and politely informed her that we would have to adhere to policy and regulation. I went back inside to gather my release. The station manager then overhead the passenger telling someone on her cellular phone, that she would just forge a letter to get on the airplane. The station manager definitely decided to deny her boarding at that point. The passenger then became irate and security was called. Our concerns were as follows: 1) she showed up at XA00, requesting boarding for the XH00 flight. She had no reservations, no prior notification, no luggage. 2) she refused all options of checking her gun. 3) she insisted that nobody had requested a letter before. 4) she became increasingly aggressive with each denied attempt to get her way, ending with security being called. 5) why did this type of govt employee need to carry a gun? She did not notify me of any duties that would require a gun on board the aircraft during flight. Far 108.11(2). 6) she did not check in 1 hour prior to boarding meeting far 108.11(3) of prior notification.

Title: PLT RPT, E120, OF IRATE GOVT EMPLOYEE WITH HAND GUN DENIED BOARDING. HAD NO LTR GRANTING PERMISSION.
Narrative: AT ABOUT XA00, A PAX CHKED IN FOR OUR FLT AT THE TICKET COUNTER, REQUESTING TO CARRY A GUN ABOARD THE FLT. THE PAX WAS A GOVT EMPLOYEE. THE STATION MGR AND CUSTOMER SVC AGENT ASKED TO SEE HER LTR OF AUTH TO CARRY A WEAPON. THE PAX SAID THAT SHE DIDN'T NEED ONE. THE STATION MGR DISAGREED WITH HER AND CONTACTED MYSELF, THE CAPT, AT THE REQUEST OF THE PAX. THE STATION MGR AND I BOTH CONSULTED OUR OPS MANUALS AND AGREED THAT THE PAX DID NEED A LTR OF AUTH. I SHOWED THE PAX OUR REGS AND SHE REQUESTED I CALL MY MGR TO CLARIFY THE SIT. I THEN ASKED THE PAX IF SHE COULD JUST CHK THE GUN. SHE REFUSED, CITING THAT SHE HAD NO LUGGAGE. I WENT INSIDE AND CALLED DISPATCH AND SPOKE WITH THE MGR. HE AGREED WITH THE CUSTOMER SVC AGENT AND MYSELF THAT THE PAX NEEDED A LTR. I RETURNED TO THE PAX AND POLITELY INFORMED HER THAT WE WOULD HAVE TO ADHERE TO POLICY AND REG. I WENT BACK INSIDE TO GATHER MY RELEASE. THE STATION MGR THEN OVERHEAD THE PAX TELLING SOMEONE ON HER CELLULAR PHONE, THAT SHE WOULD JUST FORGE A LTR TO GET ON THE AIRPLANE. THE STATION MGR DEFINITELY DECIDED TO DENY HER BOARDING AT THAT POINT. THE PAX THEN BECAME IRATE AND SECURITY WAS CALLED. OUR CONCERNS WERE AS FOLLOWS: 1) SHE SHOWED UP AT XA00, REQUESTING BOARDING FOR THE XH00 FLT. SHE HAD NO RESERVATIONS, NO PRIOR NOTIFICATION, NO LUGGAGE. 2) SHE REFUSED ALL OPTIONS OF CHKING HER GUN. 3) SHE INSISTED THAT NOBODY HAD REQUESTED A LTR BEFORE. 4) SHE BECAME INCREASINGLY AGGRESSIVE WITH EACH DENIED ATTEMPT TO GET HER WAY, ENDING WITH SECURITY BEING CALLED. 5) WHY DID THIS TYPE OF GOVT EMPLOYEE NEED TO CARRY A GUN? SHE DID NOT NOTIFY ME OF ANY DUTIES THAT WOULD REQUIRE A GUN ON BOARD THE ACFT DURING FLT. FAR 108.11(2). 6) SHE DID NOT CHK IN 1 HR PRIOR TO BOARDING MEETING FAR 108.11(3) OF PRIOR NOTIFICATION.
