Narrative:

ZSE called on IFR inbound on a hawker as 15 east of paine. I had a C172 (aircraft Y) inbound on a left base. Initial call from the hawker (aircraft X) was 3 east. I sidestepped the C172 to our parallel runway as the hawker was overtaking him. The problem is ZSE believes our class D airspace belongs to IFR aircraft (per a conversation with my manager). Late frequency changes are not uncommon and sometimes create an unsafe situation.
