Narrative:
ILS approach to runway 31L at bfi, broke out in low visibility and mistook taxiway for runway, landed on taxiway without incident, no other aircraft on taxiway. My intended destination was rnt, which was below minimums so I diverted to bfi. I was not prepared for the approach (digging out approach plate, etc) and the anxiety kept building to the point that when I broke out and saw the airport environment, I fixated on the taxiway and did not scan the area and spot the runway.

Title: WITH DEST BELOW MINIMUMS, PLT DIVERTS TO ALTERNATE AND LANDS ON TXWY.
Narrative: ILS APCH TO RWY 31L AT BFI, BROKE OUT IN LOW VISIBILITY AND MISTOOK TXWY FOR RWY, LANDED ON TXWY WITHOUT INCIDENT, NO OTHER ACFT ON TXWY. MY INTENDED DEST WAS RNT, WHICH WAS BELOW MINIMUMS SO I DIVERTED TO BFI. I WAS NOT PREPARED FOR THE APCH (DIGGING OUT APCH PLATE, ETC) AND THE ANXIETY KEPT BUILDING TO THE POINT THAT WHEN I BROKE OUT AND SAW THE ARPT ENVIRONMENT, I FIXATED ON THE TXWY AND DID NOT SCAN THE AREA AND SPOT THE RWY.
