Narrative:
Aircraft left gate on pushout. After engine start, #3 engine oil dropped well below legal limits. Maintenance called to service engine. PA made to allow passenger to use cell phones, seatbelt sign turned off. Previous aircraft short notice maintenance cancel. Flight was running very late, so people wanted to make calls. Disturbed passenger wanted off airplane. Coordinated with ramp control. Passenger kept changing mind. Maintenance came onboard through aft airstairs to sign off logbook. They volunteered to take passenger off. In the confusion, captain failed to turn seatbelt sign back on and made PA to turn off cell phones. Takeoff was made without sign on, but passenger were informed to return to their seats by #1 flight attendant and to fasten seatbelts. No other incident occurred. Takeoff was normal.

Title: A B727 FLC RETURNED TO THE GATE FOR SVC AND THEN TOOK OFF WITHOUT TURNING ON THE SEATBELT SIGN FROM DFW.
Narrative: ACFT LEFT GATE ON PUSHOUT. AFTER ENG START, #3 ENG OIL DROPPED WELL BELOW LEGAL LIMITS. MAINT CALLED TO SVC ENG. PA MADE TO ALLOW PAX TO USE CELL PHONES, SEATBELT SIGN TURNED OFF. PREVIOUS ACFT SHORT NOTICE MAINT CANCEL. FLT WAS RUNNING VERY LATE, SO PEOPLE WANTED TO MAKE CALLS. DISTURBED PAX WANTED OFF AIRPLANE. COORDINATED WITH RAMP CTL. PAX KEPT CHANGING MIND. MAINT CAME ONBOARD THROUGH AFT AIRSTAIRS TO SIGN OFF LOGBOOK. THEY VOLUNTEERED TO TAKE PAX OFF. IN THE CONFUSION, CAPT FAILED TO TURN SEATBELT SIGN BACK ON AND MADE PA TO TURN OFF CELL PHONES. TKOF WAS MADE WITHOUT SIGN ON, BUT PAX WERE INFORMED TO RETURN TO THEIR SEATS BY #1 FLT ATTENDANT AND TO FASTEN SEATBELTS. NO OTHER INCIDENT OCCURRED. TKOF WAS NORMAL.
