Narrative:
3 departures were held on the ground at bur due to a class C violator. At the same time, aircraft Y, flying through the departure path or extended centerline of bur departures with no transponder. The departures were held then as well. In addition, another aircraft was wbound above class C, however, at the wrong altitude for direction of flight. When the aircraft X B737 was finally able to depart, they were converging with another VFR aircraft under no radar control. This aircraft was at 6100 ft eastbound in level flight. Again, wrong altitude for direction of flight. The aircraft X B737 was under my control and was restr below this traffic and eventually got traffic insight. The only complaint or situation is mine. We have class C airspace over bur and it seems too many pilots are not adhering to basic rules, ie, eastbound 5500 ft, wbound 6500 ft, in addition to flying with no transponder or inoperative mode C. Callback conversation with reporter revealed the following information: reporter stated traffic on date of incident was delayed 3-9 mins. He said intruding traffic is sometimes tracked but is not sure what the outcome is on locating problem aircraft. Asked if pilot briefings are scheduled and said a meeting is occasionally held at the facility. Believes most of the traffic causing problems are in and out of vny airport.

Title: BUR RADAR CTLR CLAIMS 3 DEPS WERE HELD ON THE GND DUE TO AN SMA ACFT IN THE CLASS C AIRSPACE.
Narrative: 3 DEPS WERE HELD ON THE GND AT BUR DUE TO A CLASS C VIOLATOR. AT THE SAME TIME, ACFT Y, FLYING THROUGH THE DEP PATH OR EXTENDED CTRLINE OF BUR DEPS WITH NO XPONDER. THE DEPS WERE HELD THEN AS WELL. IN ADDITION, ANOTHER ACFT WAS WBOUND ABOVE CLASS C, HOWEVER, AT THE WRONG ALT FOR DIRECTION OF FLT. WHEN THE ACFT X B737 WAS FINALLY ABLE TO DEPART, THEY WERE CONVERGING WITH ANOTHER VFR ACFT UNDER NO RADAR CTL. THIS ACFT WAS AT 6100 FT EBOUND IN LEVEL FLT. AGAIN, WRONG ALT FOR DIRECTION OF FLT. THE ACFT X B737 WAS UNDER MY CTL AND WAS RESTR BELOW THIS TFC AND EVENTUALLY GOT TFC INSIGHT. THE ONLY COMPLAINT OR SIT IS MINE. WE HAVE CLASS C AIRSPACE OVER BUR AND IT SEEMS TOO MANY PLTS ARE NOT ADHERING TO BASIC RULES, IE, EBOUND 5500 FT, WBOUND 6500 FT, IN ADDITION TO FLYING WITH NO XPONDER OR INOP MODE C. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED TFC ON DATE OF INCIDENT WAS DELAYED 3-9 MINS.
