Narrative:
In sum: student pilot in C172 on solo cross country gets a late start on a planned busy day of solo flying. He acknowledges several opportunities missed to check and double check fuel selector position while being concerned with en route WX avoidance. The C172 engine quits for lack of fuel and he successfully lands off field. With the aid of law officers blocking off a highway, the reporter is airborne once more. He admits that being methodical usually only works most of the time.
