Narrative:

Arrival route from northeast to iad is on V143 robrt intersection direct aml. R4009, when active, is hot to 12500 ft (over camp david), which is only 1/2 mi northwest of airway. Aircraft are routinely given 'depart robrt heading....' in this case, aircraft were given depart robrt heading 220 degrees radar vectors ILS approach runway 12. Due to tropical storm, northeast wind, were continuously violating R4009 requiring constant vigilance by north arrival controller. Air carrier flight drifted well into R4009, but was well within the 4 mi buffer for V143. An immediate heading of 180 degrees was issued, but not in time to avoid R4009. Patuxent NAS called to inquire and pilot deviation was going to be investigated. Solution: move V143 5 mi south. Supplemental information from acn 448117: flying the arrival on V143 into dulles. Cleared robrt 10000 ft, 250 KTS and once at robrt turn to heading 220 degrees. According to aircraft navaids we were centered on the radial and started the turn to assigned heading. Upon rolling out on a 180 degree heading, flight was then reclred right turn 220 degree heading. Upon landing, ground control told flight to contact TRACON on a landline. Mr X was contacted on the ground. Arriving aircraft into dulles from the north could be vectored down to kemar to stay away from R4009.
