Narrative:
Location: cri VOR, 223 degree radial, 6 DME. We were cleared to 3000 ft and for the VOR runway 13L approach at jfk. Inbound to asalt we were slowed to 210 KTS for traffic ahead of us. At approximately 9 DME, approach control requested 190 KTS, cross asalt at 2000 ft, and to call jfk tower. I switched to tower and then realized we could not make the altitude. We crossed asalt approximately 500 ft high. The controller should have given us more time to make our restr, or I should have told him that we were unable to cross asalt at 2000 ft.

Title: FLC OF A SUPER MD80 UNDERSHOT DSCNT ALT FOR APCH CLRNC DUE TO GIVEN INSUFFICIENT TIME IN WHICH TO DSND BY CTLR.
Narrative: LOCATION: CRI VOR, 223 DEG RADIAL, 6 DME. WE WERE CLRED TO 3000 FT AND FOR THE VOR RWY 13L APCH AT JFK. INBOUND TO ASALT WE WERE SLOWED TO 210 KTS FOR TFC AHEAD OF US. AT APPROX 9 DME, APCH CTL REQUESTED 190 KTS, CROSS ASALT AT 2000 FT, AND TO CALL JFK TWR. I SWITCHED TO TWR AND THEN REALIZED WE COULD NOT MAKE THE ALT. WE CROSSED ASALT APPROX 500 FT HIGH. THE CTLR SHOULD HAVE GIVEN US MORE TIME TO MAKE OUR RESTR, OR I SHOULD HAVE TOLD HIM THAT WE WERE UNABLE TO CROSS ASALT AT 2000 FT.
