Narrative:
We were shooting the VOR 13 approach into lse. I was PF and my first officer was PNF. We were handed off to lse tower about 3 mi from mixes FAF. Tower instructed us to report mixes inbound. We configured, crossed mixes and headed down to our MDA. My first officer never reported mixes and so we were not cleared to land until we came out of the clouds around 800 ft AGL or so, and tower saw us. Contributing factors were that the first officer was brand new -- it was early morning, and we were very busy and distraction by an arc to a non precision approach close to minimums. Next time, I will keep a closer eye on my PNF -- especially when they are new to the company and the aircraft.

Title: FO OF AN ACR TURBOPROP FAILED TO RPT TO THE TWR OVER THE FAF FOR THE VOR APCH.
Narrative: WE WERE SHOOTING THE VOR 13 APCH INTO LSE. I WAS PF AND MY FO WAS PNF. WE WERE HANDED OFF TO LSE TWR ABOUT 3 MI FROM MIXES FAF. TWR INSTRUCTED US TO RPT MIXES INBOUND. NEXT TIME, I WILL KEEP A CLOSER EYE ON MY PNF -- ESPECIALLY WHEN THEY ARE NEW TO THE COMPANY AND THE ACFT.
