Narrative:
On sep/xb/99, I departed page airport, az, with 2 passenger for a pleasure flight over lake powell. I had previously discussed my flight and intentions with a park ranger on sep/xa/99. In accordance with my conversation with ranger, I flew pretty much directly to lone rock camping area and descended down to about 200 ft above the water level. I made 1 pass approximately 1500 ft east of the lone rock camping ground for the purpose of video taping the camping area. Subsequent to making the above-mentioned low pass, I departed in an easterly direction and flew on the north side of castle rock. Because it was shortly after XA99 in the morning, there were very few boats on the lake and none in the lone rock camping area, except for a ranger boat near the camping area shoreline. As I flew past castle rock, I noticed houseboat camping on the north side. I maintained a minimum of 1000 ft distance from their camping area and continued to fly in an easterly direction toward dangling rope marina. My flight to dangling rope took approximately 15 mins and I flew up the main channel at approximately 200 ft above the water level. As I approached dangling rope marina, I gained altitude to approximately 500-800 ft above the water and circled dangling rope marina 1 time while my passenger video taped the marina area. I departed the dangling rope marina area and flew up the main channel to the san juan arm. Subsequent to flying over the san juan arm, I returned back to page airport and again landed on runway 33. The elevation in which I flew after departing dangling rope marina varied from 200 ft above the water level to approximately 2000 ft above the water level until I subsequently landed. At no time during the entire flight did I ever allow my airplane to get any closer than 1000 ft to any person, vessel, or property. Even when I flew over dangling rope marina I flew around the outer edge of said marina and maintained at least a 1000 ft clearance between my airplane and the marina itself. The incident was reported because rangers said they saw a low flying aircraft and they were probably not aware of the fact that an airplane can fly low over water legally. I feel the rangers should receive some advanced education about low flying aircraft or the FAA should change far part 91.119 accordingly.

Title: A PVT PLT, HAVING BEEN PREVIOUSLY WARNED, FLEW A SECOND FLT IN VIOLATION OF FAR PART 91 PT 119.
Narrative: ON SEP/XB/99, I DEPARTED PAGE ARPT, AZ, WITH 2 PAX FOR A PLEASURE FLT OVER LAKE POWELL. I HAD PREVIOUSLY DISCUSSED MY FLT AND INTENTIONS WITH A PARK RANGER ON SEP/XA/99. IN ACCORDANCE WITH MY CONVERSATION WITH RANGER, I FLEW PRETTY MUCH DIRECTLY TO LONE ROCK CAMPING AREA AND DSNDED DOWN TO ABOUT 200 FT ABOVE THE WATER LEVEL. I MADE 1 PASS APPROX 1500 FT E OF THE LONE ROCK CAMPING GND FOR THE PURPOSE OF VIDEO TAPING THE CAMPING AREA. SUBSEQUENT TO MAKING THE ABOVE-MENTIONED LOW PASS, I DEPARTED IN AN EASTERLY DIRECTION AND FLEW ON THE N SIDE OF CASTLE ROCK. BECAUSE IT WAS SHORTLY AFTER XA99 IN THE MORNING, THERE WERE VERY FEW BOATS ON THE LAKE AND NONE IN THE LONE ROCK CAMPING AREA, EXCEPT FOR A RANGER BOAT NEAR THE CAMPING AREA SHORELINE. AS I FLEW PAST CASTLE ROCK, I NOTICED HOUSEBOAT CAMPING ON THE N SIDE. I MAINTAINED A MINIMUM OF 1000 FT DISTANCE FROM THEIR CAMPING AREA AND CONTINUED TO FLY IN AN EASTERLY DIRECTION TOWARD DANGLING ROPE MARINA. MY FLT TO DANGLING ROPE TOOK APPROX 15 MINS AND I FLEW UP THE MAIN CHANNEL AT APPROX 200 FT ABOVE THE WATER LEVEL. AS I APCHED DANGLING ROPE MARINA, I GAINED ALT TO APPROX 500-800 FT ABOVE THE WATER AND CIRCLED DANGLING ROPE MARINA 1 TIME WHILE MY PAX VIDEO TAPED THE MARINA AREA. I DEPARTED THE DANGLING ROPE MARINA AREA AND FLEW UP THE MAIN CHANNEL TO THE SAN JUAN ARM. SUBSEQUENT TO FLYING OVER THE SAN JUAN ARM, I RETURNED BACK TO PAGE ARPT AND AGAIN LANDED ON RWY 33. THE ELEVATION IN WHICH I FLEW AFTER DEPARTING DANGLING ROPE MARINA VARIED FROM 200 FT ABOVE THE WATER LEVEL TO APPROX 2000 FT ABOVE THE WATER LEVEL UNTIL I SUBSEQUENTLY LANDED. AT NO TIME DURING THE ENTIRE FLT DID I EVER ALLOW MY AIRPLANE TO GET ANY CLOSER THAN 1000 FT TO ANY PERSON, VESSEL, OR PROPERTY. EVEN WHEN I FLEW OVER DANGLING ROPE MARINA I FLEW AROUND THE OUTER EDGE OF SAID MARINA AND MAINTAINED AT LEAST A 1000 FT CLRNC BTWN MY AIRPLANE AND THE MARINA ITSELF. THE INCIDENT WAS RPTED BECAUSE RANGERS SAID THEY SAW A LOW FLYING ACFT AND THEY WERE PROBABLY NOT AWARE OF THE FACT THAT AN AIRPLANE CAN FLY LOW OVER WATER LEGALLY. I FEEL THE RANGERS SHOULD RECEIVE SOME ADVANCED EDUCATION ABOUT LOW FLYING ACFT OR THE FAA SHOULD CHANGE FAR PART 91.119 ACCORDINGLY.
