Narrative:
ATC facility: dfw tower, east side. Location: taxiway ek short of runway 35L. After landing on runway 35C, we were given clearance to cross runway 35L on taxiway ek. Also to expedite with aircraft holding for takeoff until we crossed. As we approached, I noticed aircraft in position for takeoff with landing lights on, and he appeared to be rolling. We immediately stopped short of runway 35L as the aircraft that was supposed to be holding rotated in front of our aircraft.

Title: FLC OF AN F100 STOPPED SHORT OF RWY TO WHICH THEY HAD BEEN CLRED TO CROSS AFTER OBSERVING ANOTHER ACFT ROLLING DOWN THE RWY AND TAKING OFF IN FRONT OF THEM.
Narrative: ATC FACILITY: DFW TWR, E SIDE. LOCATION: TXWY EK SHORT OF RWY 35L. AFTER LNDG ON RWY 35C, WE WERE GIVEN CLRNC TO CROSS RWY 35L ON TXWY EK. ALSO TO EXPEDITE WITH ACFT HOLDING FOR TKOF UNTIL WE CROSSED. AS WE APCHED, I NOTICED ACFT IN POS FOR TKOF WITH LNDG LIGHTS ON, AND HE APPEARED TO BE ROLLING. WE IMMEDIATELY STOPPED SHORT OF RWY 35L AS THE ACFT THAT WAS SUPPOSED TO BE HOLDING ROTATED IN FRONT OF OUR ACFT.
