Narrative:
On departure from iad, we were cleared to climb to 11000 ft and asked to expedite the climb. Passing 4000 ft, the controller told us to stop the climb at 5000 ft. After leveling at 5000 ft, the controller turned us to a heading of 320 degrees and cleared us for an expedited climb to 11000 ft. A few moments later, the controller told us to turn to a 270 degree heading for our climb. The captain told him we were already in a climb. The controller told us to descend to 5000 ft, mooney traffic 12 O'clock at 6000 ft MSL. As we began to lower the nose we acquired the traffic approximately 2-3 mi away, passing left to right. At about this time, we received a TCASII RA to climb. We continued the climb, passing 200 ft above and about 200 mi behind the aircraft.

Title: A B727 FO RPTED THAT HIS CREW RECEIVED DEFICIENT INSTRUCTIONS FROM IAD TRACON WHICH CULMINATED IN A NEAR MISS WITH A MOONEY.
Narrative: ON DEP FROM IAD, WE WERE CLRED TO CLB TO 11000 FT AND ASKED TO EXPEDITE THE CLB. PASSING 4000 FT, THE CTLR TOLD US TO STOP THE CLB AT 5000 FT. AFTER LEVELING AT 5000 FT, THE CTLR TURNED US TO A HDG OF 320 DEGS AND CLRED US FOR AN EXPEDITED CLB TO 11000 FT. A FEW MOMENTS LATER, THE CTLR TOLD US TO TURN TO A 270 DEG HDG FOR OUR CLB. THE CAPT TOLD HIM WE WERE ALREADY IN A CLB. THE CTLR TOLD US TO DSND TO 5000 FT, MOONEY TFC 12 O'CLOCK AT 6000 FT MSL. AS WE BEGAN TO LOWER THE NOSE WE ACQUIRED THE TFC APPROX 2-3 MI AWAY, PASSING L TO R. AT ABOUT THIS TIME, WE RECEIVED A TCASII RA TO CLB. WE CONTINUED THE CLB, PASSING 200 FT ABOVE AND ABOUT 200 MI BEHIND THE ACFT.
