Narrative:
Final approach to runway 9R at sao paulo, brazil. I was in the jump seat. Tuned in ramp frequency and got a gate assignment. I looked up to see the speed well into the yellow box and saw the captain advancing throttles to maximum. PF first officer later said that the captain had the speed brake extended with flaps 25 degrees, which caused the airspeed to deteriorate rapidly. Aircraft did not stall. Human factors: we were a tense crew because we are all miami based pilots who left homes and family members in the path of hurricane, due to impact miami.

Title: AN ACR HVY LOSES AIRSPD WHEN THE CAPT FORGETS TO RETRACT THE SPD BRAKES WITH FLAPS SELECTED TO THE 25 DEG POS ON FINAL APCH TO SAO PAULO, SBGR, FO.
Narrative: FINAL APCH TO RWY 9R AT SAO PAULO, BRAZIL. I WAS IN THE JUMP SEAT. TUNED IN RAMP FREQ AND GOT A GATE ASSIGNMENT. I LOOKED UP TO SEE THE SPD WELL INTO THE YELLOW BOX AND SAW THE CAPT ADVANCING THROTTLES TO MAX.
