Narrative:
We were cleared to stl via the ftz 240 degree radial and the trake 8 arrival. Center instructed us to cross 20 DME southwest of forestell at and maintain 8000 ft. We accepted the restr and continued our conversation. 25 DME southwest of ftz center asked us if we could make our restr. We realized we were still at 15000 ft, had forgotten about the restr, and could not make it. We advised center that we were unable to lose 7000 ft in 5 mi and center issued a new crossing restr, that we could accept. I believe this did not result in a conflict. As a learning experience, I will now discuss with my crew member and mentally 'earmark' a point from where to start the descent as soon as a crossing restr is being issued.

Title: CREW NEGLECTED TO START DSCNT AND MISSED XING RESTR.
Narrative: WE WERE CLRED TO STL VIA THE FTZ 240 DEG RADIAL AND THE TRAKE 8 ARR. CTR INSTRUCTED US TO CROSS 20 DME SW OF FORESTELL AT AND MAINTAIN 8000 FT. WE ACCEPTED THE RESTR AND CONTINUED OUR CONVERSATION. 25 DME SW OF FTZ CTR ASKED US IF WE COULD MAKE OUR RESTR. WE REALIZED WE WERE STILL AT 15000 FT, HAD FORGOTTEN ABOUT THE RESTR, AND COULD NOT MAKE IT. WE ADVISED CTR THAT WE WERE UNABLE TO LOSE 7000 FT IN 5 MI AND CTR ISSUED A NEW XING RESTR, THAT WE COULD ACCEPT. I BELIEVE THIS DID NOT RESULT IN A CONFLICT. AS A LEARNING EXPERIENCE, I WILL NOW DISCUSS WITH MY CREW MEMBER AND MENTALLY 'EARMARK' A POINT FROM WHERE TO START THE DSCNT AS SOON AS A XING RESTR IS BEING ISSUED.
