Narrative:
We were on a vector heading 270 degrees. We were climbing through 4400 ft at 250 KTS at about 5000 FPM. We had been cleared to 10000 ft. We received an RA that told us not to climb. It indicated a target about 300 ft above and closing at about 10 O'clock position. At the same time, departure control told us to turn to 270 degrees. Another controller -- it sounded like the super -- told us to level at 4000 ft. My first officer told them that we were heading 270 degrees and that we were through 4400 ft. I made an evasive right turn. I exceeded 30 degrees of bank to lessen the climb rate and to stop the target from closing. We advised the controller of our RA and of our turn. The controller said he was aware of the RA. He apologized and mentioned something about training. It appears that they were aware of both aircraft and that we were vectored toward the conflict. They knew we were through 4400 ft (it is on their scope) when they told us to level at 4000 ft. They should have given us an immediate turn.

Title: B727 RA TCASII SIMULTANEOUS WITH CTLR DIRECTED HDG ASSIGNMENT INTO CONFLICT ACFT.
Narrative: WE WERE ON A VECTOR HDG 270 DEGS. WE WERE CLBING THROUGH 4400 FT AT 250 KTS AT ABOUT 5000 FPM. WE HAD BEEN CLRED TO 10000 FT. WE RECEIVED AN RA THAT TOLD US NOT TO CLB. IT INDICATED A TARGET ABOUT 300 FT ABOVE AND CLOSING AT ABOUT 10 O'CLOCK POS. AT THE SAME TIME, DEP CTL TOLD US TO TURN TO 270 DEGS. ANOTHER CTLR -- IT SOUNDED LIKE THE SUPER -- TOLD US TO LEVEL AT 4000 FT. MY FO TOLD THEM THAT WE WERE HDG 270 DEGS AND THAT WE WERE THROUGH 4400 FT. I MADE AN EVASIVE R TURN. I EXCEEDED 30 DEGS OF BANK TO LESSEN THE CLB RATE AND TO STOP THE TARGET FROM CLOSING. WE ADVISED THE CTLR OF OUR RA AND OF OUR TURN. THE CTLR SAID HE WAS AWARE OF THE RA. THEY KNEW WE WERE THROUGH 4400 FT (IT IS ON THEIR SCOPE) WHEN THEY TOLD US TO LEVEL AT 4000 FT. THEY SHOULD HAVE GIVEN US AN IMMEDIATE TURN.
