Narrative:

Approximately 40 KM northeast of sat at 13000 ft and 315 KTS as assigned by ZHU, we were handed off to sat approach. Approach cleared us to 6000 ft. We began the descent and started slowing to 250 KTS. At about 10100 ft, ATC asked if we were leveling off at 10000 ft to slow to 250 KTS. I responded I was at 250 and descending to 6000 ft. He replied that I should continue to 6000 ft. At approximately 9600 ft, we received an RA with RA instructions to climb. We did so immediately and received the clear of conflict message at 10600 ft. I informed ATC that we were complying with an RA and then informed him that we were clear of traffic and descending to 6000 ft. We did get a visual on the king air traffic. We continued the flight with no further incident. I called the TRACON supervisor and he informed me it was being handled as an internal matter. I am a check airman and was conducting an IOE for the captain who did a perfect job flying this RA maneuver.

Title: FLC OF A FOKKER 100 STOPPED ARR DSCNT AT 9500 FT AND CLBED BACK TO 10600 FT WHEN THE TCASII GAVE THE ALL CLR AND THE CREW MADE VISUAL SIGHTING OF A KING AIR PASSING UNDERNEATH THEIR ACFT.

AT ABOUT 10100 FT, ATC ASKED IF WE WERE LEVELING OFF AT 10000 FT TO SLOW TO 250 KTS. I RESPONDED I WAS AT 250 AND DSNDING TO 6000 FT. HE REPLIED THAT I SHOULD CONTINUE TO 6000 FT. AT APPROX 9600 FT, WE RECEIVED AN RA WITH RA INSTRUCTIONS TO CLB. WE DID SO IMMEDIATELY AND RECEIVED THE CLR OF CONFLICT MESSAGE AT 10600 FT. I INFORMED ATC THAT WE WERE COMPLYING WITH AN RA AND THEN INFORMED HIM THAT WE WERE CLR OF TFC AND DSNDING TO 6000 FT. WE DID GET A VISUAL ON THE KING AIR TFC. WE CONTINUED THE FLT WITH NO FURTHER INCIDENT. I CALLED THE TRACON SUPVR AND HE INFORMED ME IT WAS BEING HANDLED AS AN INTERNAL MATTER. I AM A CHK AIRMAN AND WAS CONDUCTING AN IOE FOR THE CAPT WHO DID A PERFECT JOB FLYING THIS RA MANEUVER.
