Narrative:
On oct/xa/99 I was en route from keywest, fl to X21 (titusville). Approximately 20 mi southwest of homestead county regional, the right engine began to run rough. At one time the aircraft rolled to the right for about 3 seconds. I was with another pilot and we made a precautionary landing at homestead (X51). On the ground we had a mechanic look at it. He said one of the fuel cells had constricted and we could add fuel to expand the cell and would be fine. We proceeded and made a lengthy runup and experienced no problems. The remaining flight home was uneventful. The next day talking with a friend he informed me I could be in violation of certain regulations. I was unaware of this and thought we were safe after following the mechanic's advice. After further thought, I believe our mechanic should have come down to check the airplane. I believe now that after such a problem I will have a mechanic's signature first.

Title: PLT OF A PIPER PA23-160 AFTER DIVERTING ENRTE FOR A ROUGH RUNNING ENG DEPARTED FOR HIS DEST WITHOUT THE MECH'S SIGNOFF OF HIS INSPECTION OF THE ACFT AND DISPOSITION FOR FURTHER FLT.
Narrative: ON OCT/XA/99 I WAS ENRTE FROM KEYWEST, FL TO X21 (TITUSVILLE). APPROX 20 MI SW OF HOMESTEAD COUNTY REGIONAL, THE R ENG BEGAN TO RUN ROUGH. AT ONE TIME THE ACFT ROLLED TO THE R FOR ABOUT 3 SECONDS. I WAS WITH ANOTHER PLT AND WE MADE A PRECAUTIONARY LNDG AT HOMESTEAD (X51). ON THE GND WE HAD A MECH LOOK AT IT.
