Narrative:

MEL 34-38A prior to flight leaving reviewed with captain MEL and memo represents GPS inoperative. The wording in the MEL needs to be revised for flts that will be operated on J5B. Reviewed with captain why flight was planned over land prior to departure. Flight excepted reroute once airborne. Callback conversation with reporter revealed the following information: the reporter stated the MEL item noted that 1 GPS unit was inoperative and that 2 GPS units were required for extended overwater operations. In accordance with the MEL the flight was planned, and released, on a longer route that remained on shore. The flight intentionally ignored the MEL restr and refiled for J-58, an extended overwater route, in violation of MEL required navigation requirements.

IN ACCORDANCE WITH THE MEL THE FLT WAS PLANNED, AND RELEASED, ON A LONGER RTE THAT REMAINED ON SHORE.
