Narrative:
Descending to cross nesto intersection at 10000 ft a target popped up on 10 NM range on TCASII. First officer asked ZOB about traffic and he replied 'citation, climbing to 11500 ft VFR.' this was followed by a TA and TCASII followed by an RA, 'climb, climb, climb.' I disconnected autoplt and initiated a climb (was like I stopped the descent). The first officer stated 'I have the traffic.' as I queried her where it was I saw the citation at 12 O'clock position in a right bank evasive maneuver. I also banked right. Estimate 1/2 NM separation and citation was either at my altitude or slightly higher. I was on a VNAV profile descent and was on profile. Upon landing I called the area engineering safety office and asked for his advice. He set up a conference call to ZOB and we talked with operations manager. He assured me a quality assurance review would take place.

Title: FLC OF A B737-300 STOPPED ARR DSCNT AND CLBED IN RESPONSE TO A TCASII RA AND THEN MADE AN EVASIVE ACTION TURN TO AVOID A CESSNA CITATION OBSERVED COMING AT THEM AND ALSO MAKING AN EVASIVE ACTION TURN. ARTCC CTLR ISSUED A TA.
Narrative: DSNDING TO CROSS NESTO INTXN AT 10000 FT A TARGET POPPED UP ON 10 NM RANGE ON TCASII. FO ASKED ZOB ABOUT TFC AND HE REPLIED 'CITATION, CLBING TO 11500 FT VFR.' THIS WAS FOLLOWED BY A TA AND TCASII FOLLOWED BY AN RA, 'CLB, CLB, CLB.' I DISCONNECTED AUTOPLT AND INITIATED A CLB (WAS LIKE I STOPPED THE DSCNT). THE FO STATED 'I HAVE THE TFC.'
