Narrative:
The airport in mhr has been swapping runways 22L and 22R for 7 days. Now, today, there is no NOTAM on either runways 22L or 22R. Runway 22L is the primary runway. Sac approach control did not know what runway was in use. We told the controller we had mhr in sight. We were cleared for a visual approach and swapped over to CTAF. There was no one on the frequency, so we went over to unicom frequency and talked to them. They said that runway 22R is in use. We reported 10 mi, base-to-final, for runway 22R mhr on CTAF. Still no one on the frequency. At 1/2 mi final, I saw a pile of junk over runway 22R numbers, so I executed a missed approach. On downwind, I talked to unicom again to see if they are still using runway 22R to land today, as mhr was using yesterday. The unicom was then going to call the city for information. In the mean time, we are on a downwind leg and I was looking at runway 22L. There were people and equipment on runway 22L. I told the first officer that I guess they are using runway 22R after all and they forgot to NOTAM runway 22L being closed. The unicom never got back to us, so we landed on runway 22R. It turned out that runway 22R was indeed closed.

Title: SEEING PEOPLE ON MHR'S RWY 22L AND A PILE OF JUNK OVER THE RWY 22R NUMBERS, THE CAPT EXECUTED A MISSED APCH. HE RETURNED TO LAND ON RWY 22R, WHICH WAS CLOSED.
Narrative: THE ARPT IN MHR HAS BEEN SWAPPING RWYS 22L AND 22R FOR 7 DAYS. NOW, TODAY, THERE IS NO NOTAM ON EITHER RWYS 22L OR 22R. RWY 22L IS THE PRIMARY RWY. SAC APCH CTL DID NOT KNOW WHAT RWY WAS IN USE. WE TOLD THE CTLR WE HAD MHR IN SIGHT. WE WERE CLRED FOR A VISUAL APCH AND SWAPPED OVER TO CTAF. THERE WAS NO ONE ON THE FREQ, SO WE WENT OVER TO UNICOM FREQ AND TALKED TO THEM. THEY SAID THAT RWY 22R IS IN USE. WE RPTED 10 MI, BASE-TO-FINAL, FOR RWY 22R MHR ON CTAF. STILL NO ONE ON THE FREQ.
