Narrative:

The SF34 landed runway 22 and was told to turn left at taxiway A1 no day on the runway. The DH8 was on a 1 - 1 1/2 mi final. The SF34 stopped on the runway and asked for a 180 degree turn to back-taxi. I sent the DH8 around. This is a frequent problem at roc -- pilots stopping on the runway or doing 180 degree turns without clearance. At times, they also land on one runway and turn onto another active runway before the controller can stop them.

Narrative: THE SF34 LANDED RWY 22 AND WAS TOLD TO TURN L AT TXWY A1 NO DAY ON THE RWY. THE DH8 WAS ON A 1 - 1 1/2 MI FINAL. THE SF34 STOPPED ON THE RWY AND ASKED FOR A 180 DEG TURN TO BACK-TAXI. AT TIMES, THEY ALSO LAND ON ONE RWY AND TURN ONTO ANOTHER ACTIVE RWY BEFORE THE CTLR CAN STOP THEM.
