Teb 4 departure SID requires climb to 1500 ft. Altdevs of -200 to +400 ft occurred due to severe turbulence and windshear encountered after takeoff. Airspeed fluctuations of -15 to +20 KTS observed. Previous aircraft should have reported these conditions.
