Narrative:
We departed cedar rapids airport runway 27 with an ATC clearance for a right turn to 030 degree climb to 6000 ft. I was the first officer and PF, the captain was working the radios and PNF. During our initial climb, ATC had issued a new altitude and heading. I turned (autoplt off) to the new heading and the captain set the new altitude of 13000 ft in the flight guidance controller. Climbing through 10400 ft ATC said, 'I need you level at 10000 ft.' this was our first indication that something was wrong. I immediately descended to 10000 ft and turned to our new heading of 120 degrees. Our aircraft was equipped with TCASII and we received no TA's or RA's. Supplemental information from acn 453709: ATC gave us a traffic to look for through 10000 ft. ATC told us to maintain 10000 ft. At this time we were about 10500 ft so we made an immediate descent to 10000 ft.

Title: A FLC CLBED ABOVE AN AMENDED ALT AFTER RECEIVING IT TOO LATE TO LEVEL OFF NEAR CID.
