Narrative:

I was flying aci in the VFR pattern (r-hand) on runway 22 at ama. I was cleared the option and subsequently called right base and initiated the turn. At this time, I heard the tower talk to an aircraft and tell him to break off his approach 1 NM prior to the runway. Not hearing a reply, I (we) queried the controller if he meant that call for us. He said no, you are cleared the option and advised us of opposite direction F16 traffic that would break off their approach 1 mi prior to the runway threshold (runway 4). We continued the pattern to a touch-and-go. Watching the opposite direction traffic, we continued the touch-and-go. At rotation speed, it was evident that they (the F16's) were not following their instructions. Being beyond a safe abort speed, I told the tower 'you better break these guys off.' I had to rotate, but leveled my aircraft off about 60 ft AGL until the F16's broke off their approach overhead my position. During subsequent conversation with the control tower personnel, they said he acknowledged his clearance to break off approach prior to threshold (1 NM). The approach control supervisor was subsequently notified of my intent to file an near midair collision report. This situation could have been avoided if the F16 pilot followed his clearance or if the tower controller called the F16 and required him to turn off after he did not do so at 1 mi prior to the runway. The F16 was using UHF, while I was on a VHF radio.

Title: A BEECH T-1A MIL INSTRUCTOR PLT HAD 2 F16 ACFT PASS 500 FT OVERHEAD ON TKOF FROM AMA.

WATCHING THE OPPOSITE DIRECTION TFC, WE CONTINUED THE TOUCH-AND-GO. AT ROTATION SPD, IT WAS EVIDENT THAT THEY (THE F16'S) WERE NOT FOLLOWING THEIR INSTRUCTIONS. THIS SIT COULD HAVE BEEN AVOIDED IF THE F16 PLT FOLLOWED HIS CLRNC OR IF THE TWR CTLR CALLED THE F16 AND REQUIRED HIM TO TURN OFF AFTER HE DID NOT DO SO AT 1 MI PRIOR TO THE RWY. THE F16 WAS USING UHF, WHILE I WAS ON A VHF RADIO.
