Narrative:

On nov/xa/99, I inadvertently departed from runway 10L at boi at XA45 when the tower had cleared us to depart runway 10R. I believed the aircraft to be on runway 10R, however, at the time of departure, there was some confusion prior to taxiing onto the runway in the communication between our aircraft and the boi tower. I have reviewed the events that led to this occurrence and realize now where the confusion began and how it could be avoided in the future. During the taxi, I, as first officer, was busy completing the required checklists. Ground control had cleared us to taxi to runway 10R and after we entered the parallel taxiway I completed the checklists while the captain controled the aircraft. We were taxiing behind a B737 and followed him to the hold short lines after he was cleared for takeoff. Subsequently, we were cleared into position and hold on runway 10L. The captain motioned that we were at runway 10R, so I cleared it with ground and they said if we were already past the entrance to runway 10L, to taxi into position on runway 10R. So I repeated that we were taxiing into position and hold on runway 10R. The captain taxied onto the runway, which had a displaced threshold. I was observing the runway lights and questioning whether we were on runway 10R or runway 10L because the runway we were on only had runway lights, not the full precision instrument lights on runway 10R. We were then cleared for takeoff and the captain xferred control of the aircraft to me. After takeoff we realized that we had departed runway 10L instead of runway 10R. There was no conflicting traffic at the time of departure. To prevent another such occurrence, I believe that as first officer I should monitor the progress to the runway while I am completing the checklists. In addition, while we are still on the ground, if I have a question forming in my mind, I will address the issue promptly to confirm whether there is a situation that needs to be corrected or not. I believe that this type of incident can be avoided in the future with increased vigilance by both pilots.

Title: FOKKER 28 DEPARTS WRONG RWY AT BOI.

Narrative: ON NOV/XA/99, I INADVERTENTLY DEPARTED FROM RWY 10L AT BOI AT XA45 WHEN THE TWR HAD CLRED US TO DEPART RWY 10R. I BELIEVED THE ACFT TO BE ON RWY 10R, HOWEVER, AT THE TIME OF DEP, THERE WAS SOME CONFUSION PRIOR TO TAXIING ONTO THE RWY IN THE COM BTWN OUR ACFT AND THE BOI TWR. I HAVE REVIEWED THE EVENTS THAT LED TO THIS OCCURRENCE AND REALIZE NOW WHERE THE CONFUSION BEGAN AND HOW IT COULD BE AVOIDED IN THE FUTURE. DURING THE TAXI, I, AS FO, WAS BUSY COMPLETING THE REQUIRED CHKLISTS. GND CTL HAD CLRED US TO TAXI TO RWY 10R AND AFTER WE ENTERED THE PARALLEL TXWY I COMPLETED THE CHKLISTS WHILE THE CAPT CTLED THE ACFT. WE WERE TAXIING BEHIND A B737 AND FOLLOWED HIM TO THE HOLD SHORT LINES AFTER HE WAS CLRED FOR TKOF. SUBSEQUENTLY, WE WERE CLRED INTO POS AND HOLD ON RWY 10L. THE CAPT MOTIONED THAT WE WERE AT RWY 10R, SO I CLRED IT WITH GND AND THEY SAID IF WE WERE ALREADY PAST THE ENTRANCE TO RWY 10L, TO TAXI INTO POS ON RWY 10R. SO I REPEATED THAT WE WERE TAXIING INTO POS AND HOLD ON RWY 10R. THE CAPT TAXIED ONTO THE RWY, WHICH HAD A DISPLACED THRESHOLD. I WAS OBSERVING THE RWY LIGHTS AND QUESTIONING WHETHER WE WERE ON RWY 10R OR RWY 10L BECAUSE THE RWY WE WERE ON ONLY HAD RWY LIGHTS, NOT THE FULL PRECISION INST LIGHTS ON RWY 10R. WE WERE THEN CLRED FOR TKOF AND THE CAPT XFERRED CTL OF THE ACFT TO ME. AFTER TKOF WE REALIZED THAT WE HAD DEPARTED RWY 10L INSTEAD OF RWY 10R. THERE WAS NO CONFLICTING TFC AT THE TIME OF DEP. TO PREVENT ANOTHER SUCH OCCURRENCE, I BELIEVE THAT AS FO I SHOULD MONITOR THE PROGRESS TO THE RWY WHILE I AM COMPLETING THE CHKLISTS. IN ADDITION, WHILE WE ARE STILL ON THE GND, IF I HAVE A QUESTION FORMING IN MY MIND, I WILL ADDRESS THE ISSUE PROMPTLY TO CONFIRM WHETHER THERE IS A SIT THAT NEEDS TO BE CORRECTED OR NOT. I BELIEVE THAT THIS TYPE OF INCIDENT CAN BE AVOIDED IN THE FUTURE WITH INCREASED VIGILANCE BY BOTH PLTS.
