Narrative:
Departing without temporary airman advisory. Airport was departing runway 28. ATIS indicated west 2745 ft of runway 10/28 was closed. Field report on flight plan indicated existing temporary airman advisory ab/cde. Called dispatch who said there was no temporary airman advisory for msy. Pulled up performance data on ACARS for runway 28 and took off with that data. Once airborne, called dispatch on commercial radio and explained that we believed there should be a temporary airman advisory for that runway. Later in-flight, we received a message from dispatch on ACARS that temporary airman advisory fg/hij was now in system. Supplemental information from acn 454900: I informed the captain that the west 2745 ft of runway 01/28 at msy was closed. The captain called dispatch and informed them of the ATIS information. I requested a new takeoff power setting for runway 28 via ACARS. We departed runway 28 using maximum power. During flight we received a message from dispatch thanking us for the ATIS information and that a temporary analysis for runway 10/28 had been issued in the system. This suggests that dispatch did not provide us with an accurate takeoff power setting when we requested it.
Original NASA ASRS Text
Title: MD80 CREW DID NOT HAVE CORRECT TKOF PERFORMANCE INFO FOR DEP AT MSY WITH 2740 FT OF RWY CLOSED.
Narrative: DEPARTING WITHOUT TEMPORARY AIRMAN ADVISORY. ARPT WAS DEPARTING RWY 28. ATIS INDICATED W 2745 FT OF RWY 10/28 WAS CLOSED. FIELD RPT ON FLT PLAN INDICATED EXISTING TEMPORARY AIRMAN ADVISORY AB/CDE. CALLED DISPATCH WHO SAID THERE WAS NO TEMPORARY AIRMAN ADVISORY FOR MSY. PULLED UP PERFORMANCE DATA ON ACARS FOR RWY 28 AND TOOK OFF WITH THAT DATA. ONCE AIRBORNE, CALLED DISPATCH ON COMMERCIAL RADIO AND EXPLAINED THAT WE BELIEVED THERE SHOULD BE A TEMPORARY AIRMAN ADVISORY FOR THAT RWY. LATER INFLT, WE RECEIVED A MESSAGE FROM DISPATCH ON ACARS THAT TEMPORARY AIRMAN ADVISORY FG/HIJ WAS NOW IN SYS. SUPPLEMENTAL INFO FROM ACN 454900: I INFORMED THE CAPT THAT THE W 2745 FT OF RWY 01/28 AT MSY WAS CLOSED. THE CAPT CALLED DISPATCH AND INFORMED THEM OF THE ATIS INFO. I REQUESTED A NEW TKOF PWR SETTING FOR RWY 28 VIA ACARS. WE DEPARTED RWY 28 USING MAX PWR. DURING FLT WE RECEIVED A MESSAGE FROM DISPATCH THANKING US FOR THE ATIS INFO AND THAT A TEMPORARY ANALYSIS FOR RWY 10/28 HAD BEEN ISSUED IN THE SYS. THIS SUGGESTS THAT DISPATCH DID NOT PROVIDE US WITH AN ACCURATE TKOF PWR SETTING WHEN WE REQUESTED IT.
