Narrative:
At approximately XA50 on nov/xa/99, there was a major disruption of air-ground communications and radar data throughout all position of the new york TRACON. The problem appears to have been caused by an as yet unidentified failure in the mci telephone company system. Although the disruption was relatively brief, injury to operational personnel ('tone' injury) was sustained. Rptedly, problems persisted intermittently throughout the night.

Title: APCH CTLR AT N90 RPTED A MAJOR BUT BRIEF AIR-GND FAILURE RESULTED IN TONE INJURY TO OPERATIONAL PERSONNEL.
Narrative: AT APPROX XA50 ON NOV/XA/99, THERE WAS A MAJOR DISRUPTION OF AIR-GND COMS AND RADAR DATA THROUGHOUT ALL POS OF THE NEW YORK TRACON. THE PROB APPEARS TO HAVE BEEN CAUSED BY AN AS YET UNIDENTIFIED FAILURE IN THE MCI TELCO SYS. ALTHOUGH THE DISRUPTION WAS RELATIVELY BRIEF, INJURY TO OPERATIONAL PERSONNEL ('TONE' INJURY) WAS SUSTAINED. RPTEDLY, PROBS PERSISTED INTERMITTENTLY THROUGHOUT THE NIGHT.
