Narrative:

IFR flight from plk to mkc. Normal flight enroute to mkc. Kansas city center handed us off to mkc approach control. They gave us a clearance turn to a heading of 300 degrees and descent to 3000 ft. I acknowledged 300 degrees and down to 3000 ft. The PIC put 3000 ft in the altitude alert and started down to 3000 ft. At 3800 ft the controller said, 'where are you going?' I said to 3000 ft and he replied, 'no, I said 4000 ft.' since he had called we had stopped at 3800 ft and returned to 4000 ft and the controller had said, 'no problem.' after a few minutes he gave us a clearance to a 350 degree heading and said, 'now I mean 3000 ft.' we acknowledged the heading and altitude and the flight proceeded normally from that point on. At the same time I put 3000 ft in the altitude alert and made my turn and descent down to 3000 ft. During our descent at 3800 ft the controller said, 'where are you going aircraft X?' sic replied we were descending to 3000 ft. The controller replied, 'no, I said 4000 ft.' since he had called we stopped our descent and promptly returned to 4000 ft and the controller had said 'no problem.' after a few minutes he gave us a clearance to a 350 degree heading and said, 'now I mean 3000 ft.' we acknowledged the clearance and the flight proceeded normally from that point on. This occurred at xa:15 on nov/xa/99 in a twin cessna 340.
