Narrative:
The first officer was flying and we were level at 10000 ft MSL maintaining 300 KIAS. Pbi approach instructed us to go direct to rubin LOM (pb) and descend to a lower altitude (3000 ft MSL, I think). The first officer (PF) called for the approach checklist. I looked down to get the handset to make the appropriate PA announcement. While my attention was diverted, the first officer began his descent below 10000 ft MSL without slowing to 250 KIAS. I brought this to his attention by pointing to the airspeed indicator while making my PA. He selected altitude hold and the aircraft leveled at 9400 ft MSL. He pulled the power levers to flight idle and extended the speed brakes. We quickly slowed to 250 KIAS and then continued our descent to the lower altitude. ATC did not query us regarding our speed. I learned an important lesson about doing the checklist early and more closely monitoring the other pilot.

Title: FO OF AN MD82 FAILED TO REDUCE TO REQUIRED AIRSPD BELOW 10000 FT DURING DSCNT. HE REDUCED TO REQUIRED SPD AFTER THE CAPT NOTICED THE ERROR.
Narrative: THE FO WAS FLYING AND WE WERE LEVEL AT 10000 FT MSL MAINTAINING 300 KIAS. PBI APCH INSTRUCTED US TO GO DIRECT TO RUBIN LOM (PB) AND DSND TO A LOWER ALT (3000 FT MSL, I THINK). THE FO (PF) CALLED FOR THE APCH CHKLIST. I LOOKED DOWN TO GET THE HANDSET TO MAKE THE APPROPRIATE PA ANNOUNCEMENT. WHILE MY ATTN WAS DIVERTED, THE FO BEGAN HIS DSCNT BELOW 10000 FT MSL WITHOUT SLOWING TO 250 KIAS. I BROUGHT THIS TO HIS ATTN BY POINTING TO THE AIRSPD INDICATOR WHILE MAKING MY PA. HE SELECTED ALT HOLD AND THE ACFT LEVELED AT 9400 FT MSL. HE PULLED THE PWR LEVERS TO FLT IDLE AND EXTENDED THE SPD BRAKES. WE QUICKLY SLOWED TO 250 KIAS AND THEN CONTINUED OUR DSCNT TO THE LOWER ALT. ATC DID NOT QUERY US REGARDING OUR SPD. I LEARNED AN IMPORTANT LESSON ABOUT DOING THE CHKLIST EARLY AND MORE CLOSELY MONITORING THE OTHER PLT.
